Both involve water getting where it shouldn't, but they cover different events - and a standard homeowners policy pays for neither. Knowing which is which tells you what you still need to add.
At a glance
Flood vs. Water Backup — At a glance
Flood
Water / Sewer Backup
What it covers
Rising external water that overflows onto normally dry land - storm surge, overflowing rivers, heavy rainfall runoff, or flash flooding affecting two or more properties.
Water that backs up through sewers, drains, or a sump pump failure and enters your home from inside the plumbing or drainage system.
When it applies
Usually via a separate National Flood Insurance Program (NFIP) policy or a private flood policy - not part of homeowners.
Typically added to homeowners as an endorsement, since backups are excluded from the base policy.
Typical cost
Varies widely by flood zone; can range from a few hundred to a few thousand dollars a year.
Modest - often $50 to a few hundred dollars a year for a set coverage limit.
Key limits or exclusions
NFIP building and contents limits are capped; basements and below-grade areas have restricted coverage. A waiting period usually applies before it takes effect.
Coverage is capped at the endorsement limit you choose; it does not cover flooding from outside sources.
Best suited for
Homes in or near flood-prone areas, low-lying zones, or anywhere heavy rain and runoff are a real risk.
Nearly any home with drains, a sewer connection, or a sump pump - especially older plumbing or finished basements.
Where the water comes from
The dividing line is the source. Flood coverage responds to water that rises from outside and overflows onto land that is normally dry - the kind of event that affects a whole area, not just one house. Water backup responds to water that comes up through your own drains, sewer line, or a failed sump pump.
A standard homeowners policy excludes both. That surprises many people after a loss, because the two feel similar in the moment - water in the home - but they are covered through entirely separate products.
Why one loss can involve both
A single storm can trigger either. If a swollen creek overflows into your living room, that is flood. If the same storm overwhelms the city sewer and it backs up through your basement drain, that is a backup. The path the water took decides which coverage applies.
Where to find it in your policy
1
Your homeowners Declarations page
Look for a separate flood line - if you don't see one, flood is almost certainly not covered here and would be a standalone policy.
2
Your endorsements or schedule
Check for a Water Backup and Sump Overflow endorsement and the dollar limit attached to it.
3
The policy exclusions
In the homeowners policy form, the Exclusions section spells out that flood and sewer backup are not covered unless separately added.
What it looks like on a real claim
Example 1 — A creek overflows in a storm
Days of rain push a nearby creek over its banks; water rises into the first floor, causing $40,000 in damage.
Flood
Covered under a flood policy, up to its building and contents limits, less any deductible.
Water / Sewer Backup
Not covered - the water came from outside as a flood, not up through the drains.
Example 2 — A sump pump fails
During heavy rain the sump pump quits and groundwater backs up into a finished basement, causing $12,000 in damage.
Flood
Generally not covered - this is a backup/overflow, not a rising-water flood event.
Water / Sewer Backup
Covered up to the endorsement limit (say $10,000), less the deductible.
The bottom line
Choose based on your two separate risks: your flood-zone exposure points to a flood policy, while almost any home with drains or a sump pump benefits from a water backup endorsement. They are not interchangeable.
The most common mistake is assuming homeowners covers either one. It usually covers neither, so a gap only appears at claim time - after the water is already inside.
